At one point in the Institute quest line, you are told to go and order your minutemen to stand down as they are in a stalemate with some Coursers. It isn't the Railroad that gives it to you, its the Institute itself. Just starting Tactical thinking for the BOS, after Blind Betrayal, makes you an enemy of the Railroad. The very next quest after Blind Betrayal will make the Railroad an enemy.
